The Region One Newsletter and the Region One Bylaws are on the Webster CPAAA web site, courtesy of Leo Waltz, Region One director.  The new officers of the Texas State CPAAA are also on this site. The site is www.orgsites.com/tx/wcpaaa . Look for the new state bylaws on the state website - www.tcpaaconvention.org

The Galveston CPAAA is having a Giant Yard Sale on October 8, 2005 at a location to be announced.  They need items donated for sale and if you can help or have items to donate or for further info, call Jack Danner at 409-762-2526.

2005 CONVENTION.  The 2005 TCPAA Convention in Waco was a huge success and fun!  Many interesting classes were presented including the usual classes on CPA organization and activities and some classes worth noting – sex offenders, criminal profiling and Secret Service, although all classes were outstanding.  Waco presented two unusual events – a bowling tournament and bingo with some substantial cash prizes.  The Waco folks were most gracious and accommodating and we owe them a debt of gratitude for a fine convention.  See you in Garland/Richardson in 2006!!

Convention dates and locations have been announced for 2006!  The Texas Citizen Police Academy Alumni Convention will be in Garland/Richardson on July 19-22, 2006, “Common Ground”. Details are available on their web site - www.TCPAAconvention.orgThe National Citizen Police Academy Association Conference will be in South Bend, Indiana, the home of Notre Dame University, on May 10-12, 2006, “Citizens and Police partnering together for a safer communityone academy at a time".  Their web site is www.nationalcpaa.orgThese promise to be two great conventions.  Why not make your vacation plans for 2006 to include one or both?

Region One Officers and Directors are soliciting suggestions about how to make the Region One meetings better in order to increase attendance.  Call any of them with your suggestions.

For those who are going to present activities for your Alumni at future meetings, please prepare your write up in advance and give the secretary a hard copy and a disc so she won’t have to retype.  If you do not submit a written report, it will not be included in the Flash. A good shortcut to get your news in the Flash is to send it directly to CharlBill@AOL.com  in the body of an e-mail or as a MS Word attachment to an e-mail.

JUNE MEETING

The June meeting was held in Liberty County on June 11th.  The speaker was Officer Chip Farrell who spoke on Identity Theft.  Vice President Tom Lane is on the state bylaws committee and reported that revised bylaws will be presented at the state convention in July.  The new Region One shirts were adopted by motion and will be available to order at future meetings. A motion was made and approved to rescind the bylaws amendment passed in April.  There were 20 members present representing nine alumni associations.

JULY MEETING

The July meeting was held in League City on July 9th.  The speaker was Friendswood Senior Investigator Eric Price who spoke on Identity theft from a different view than that covered in June.  The scholarship committee awarded a $500.00 scholarship to Merle Stewart who is going into law enforcement.  Interim officers were announced for the state convention.  The bylaws amendment rescission that was made in June was reversed because it violated the bylaws. This was included in a motion to present the proposed amendment to the membership in writing with 30 days notice. There were 30 members present representing nine associations.

An association can only be functional and vibrant through the attendance and participation

of it’s members.  Please plan to attend the Region One meetings whenever possible.

Webster.  The May meeting speaker was Jim Stoa, a Webster business owner, who spoke about the Texas Committee for Employer Support of the Guard and Reserve. The Police appreciation dinners prepared by the WCPAAA held May 12 and 14 were enjoyed by the Police Officers and some of the WCPAAA members.  Favorable comments were made by many of the officers. The graduation dinner for the recent Citizen Police Academy class was held at Chabuca’s. Repeat of Handicapped Parking Program 8 hour certification training was scheduled June 8 and 9.  Swearing-in for the trainees will be at our next alumni meeting on June 23.  Once sworn in, the trainees, who are all CPA graduates but not necessarily active WCPAAA members, can begin using the vehicle to look for violators. (Other pre-requisites include the TLETS/TCIC class and defensive driving.). The city of Webster will not be sponsoring a National Night Out, but the alumni will be encouraging neighborhood gatherings or block parties.  These were encouraged last year along with prizes to the registered events and it worked better than the previous years of events held in two local parks.  Participation in the city's July 4 celebration is still being worked, but many of the alumni also are members of the celebration committee, so human resources for specific WCPAAA events are limited. We are evaluating sponsoring the "Cruising Webster City Hall" car show that was sponsored for two years by the city (the alumni sold refreshments). We are trying to identify officers from the early years of the Police Department for a proposed plaque for the lobby display case.  We have an old offense log from day 1 that we might encapsulate.                   Submitted by Leo Waltz
