The April Region One meeting will be in Angleton on Saturday, April 9, 2005 at 10:00 A.M at the Angleton Police Department, 104 Cannan Drive. Take Highway 288 South to the first Angleton exit (288-B). Coming into Angleton you will see Wal-Mart on the right and Kroger on the left. That light is Cannan. Turn left on Cannan and the Police Department is on the right next to the post office. The phone number is 979-849-4661. Come early for refreshments and fellowship.
The May Region One meeting will be in Dickinson on May 14, 2005. Mark your calendar and make your plans.
We would like to increase our attendance and show our appreciation to the sponsoring CPA’s. Please try to have at least one member from your Alumni at Region One each month. Keep in mind that the meetings have been changed to 10:00 A.M. to allow for late risers to attend.

The National Citizens Police Academy Alumni Convention will be May 11-14, 2005 in Decatur, Alabama. Decatur is near the Huntsville Rocket Center. This is an excellent convention and two of our state convention friends – Joe Munoz of the Austin Police Department and Dorris Murdoch of the Arlington CPAAA are on the Board of Directors. MARCH MEETING
On March 12, 2005 we were welcomed to Houston by Sergeant John Chomiak of the Houston Police Department.. An excellent and informative program about the tasers used by Houston was presented by the two instructors from the Houston Police Academy who teach the cadets about the use of the tasers. Some Region One members got the chance to fire the tasers. There were 42 Alumni members present representing nine Associations including 25 members from Houston.
The following bylaws amendment was presented at the February meeting and the required 30 days notice was given in the March “Flash”. It will be discussed and voted on at the April Meeting.
PROPOSED BYLAWS AMENDMENT
Due to the changes being made at a state level for Texas CPAAAs, the area of Region One will be pretty much “carved in stone” as counties in Texas Department of Public Safety Region 2. It is necessary that we amend our bylaws to reflect the actual area of Region One. This will also correct the spelling of San Augustine County and remove the paragraph relating to changes in area in Article 1. This is to also establish an appendix showing the counties in Region One.

ARTICLE 1 – DEFINITION AND PURPOSE
Definition
1.1.
The Texas Citizen Police Academy Alumni
Association Region One is composed of CPA Alumni Associations in the follow
counties in the Upper Texas Gulf Coast Region: but not limited to:
Angelina, Austin, Brazoria, Brazos, Calhoun, Chambers, Colorado,
Fayette, Fort Bend, Galveston, Grimes, Hardin, Harris, Jasper, Jefferson,
Liberty, Matagorda, Montgomery, Nacogdoches, Newton, Orange, Polk, Sabine, St.
Augustine, San Augustine, San Jacinto, Shelby, Trinity, Tyler, Victoria,
Walker, Waller, Washington and Wharton. This area is further defined as Texas
Department of Public Safety Region Two (2A, 2B, 2C). This is a list
of counties making up the Region One area at the time of adoption of these bylaws. The
area may be expanded or contracted by the action of TCPAAA Region One without
amending these bylaws.

FRUSTRATION….I read a quote the other day and it said that “Life must be lived forward – unfortunately it can only be understood backward”. In other words, sometimes our clearest understanding of life’s events comes into better focus when we see those events through a rear view mirror. Looking back, I can see that the disciplines and challenges of my college years were an important training ground for the many years I spent in the workplace – often in ways I never would have imagined. Likewise, as I reflect on the joys and heartaches or work experience, I can now see that God was laying a foundation for what I’m doing today. Life often comes into better focus when we have a chance to see it through that rearview mirror. Tom Lane, Vice President
