Texas State CPAAA Scholarship Fund

 

I. GENERAL STATEMENT

 

In 2007, the Delores Ann Bagley and Mildred Deal Memorial Scholarship Fund was established with an initial contribution of $1000.00 by Carroll Bagley in honor of Delores Ann Bagley. Recently, in her honor, Mildred Deal, the past treasurer of the Texas Citizen Police Academy Alumni has been added to the fund.

 

The purpose of the scholarship is to provide financial assistance to those students who wish to pursue a law enforcement career and is specifically targeted toward those who have demonstrated academic achievement, leadership skills and community minded qualities. They must be interested in a law enforcement career and have been accepted into a law enforcement college. The most important requirement to the party that receives the scholarship award is that they show their involvement within the community where they live and work. This is Carroll Bagley’s sole desire for the scholarship fund.

 

II. GENERAL RULES

 

1. ADMINISTRATION

 

The Texas Citizen Police Academy Alumni Scholarship will be administered under the general supervision of a scholarship committee appointed by the TCPAAA board. The committee is responsible for advertising and interpreting, and dispensing the scholarship to recommending individuals for scholarships.

 

2. TEXAS CITIZEN POLICE ACADEMY ALUMNI SCHOLARSHIP FUND

 

The amount of the scholarship(s) shall be determined by the TCPAAA Scholarship Committee based on the funds available. The funds are to be invested in a lawful, interest-bearing account. Interest earned by the fund is to be used either for scholarships or reinvested as described below. The funds approved will be issued to the institution the applicant has been accepted to and will be attending.

 

3. USE OF INTEREST

 

Monies left over from interest earned after the scholarship is awarded will be returned to the TCPAAA of fund until the interest from the TCPAAA generated sufficient funds for increasing scholarship amounts at the discretion of the scholarship committee.

 

III. SCHOLARSHIPS

 

1. Recipients of the Texas Citizen Police Academy Alumni Scholarship shall be selected each year.

 

2. The number of recipients and amount of the scholarship(s) shall be determined by TCPAAA scholarship committee based on funds available.

 

3. Criteria for the selection of individuals are those who have been accepted to the police academy. Their participation in school, church and community activities, as well as honesty, character, morals, trustworthiness and adherence to the laws of the state and nation and to the rules and regulations of the college after enrollment, and additional criteria that may be used in the selection of the recipient and in the maintenance of eligibility for continuation of the scholarship.

 

4. Financial needs of the individual may be considered when, in the opinion of the scholarship committee, all other criteria are equally met.

 

5. Preferential consideration may be given to family members of the Texas Citizen Police Academy Alumni members in good standing in awarding the scholarship.

 

6. The recipient must show some past history of community involvement in the Scouts, Rotary Club, or Lions Club or some community club.

 

IV. SPECIAL CONDITIONS

 

Upon the selection of the recipient(s) of the Texas Citizen Police Academy Scholarship Fund each year, appropriate publicity will be arranged through local media, if possible. The scholarship committee may consider continuing education if no other applicants have applied for the year and/or a scholarship has not been given out for any given year for past recipients of the scholarship award wanting to further their education in the law enforcement field. They will need to apply and meet all the requirements applicable to the scholarship fund.
